*EDIT* Unfortunately it looks like the below method was quickly patched out. However, this is still easy enough to earn. Just start a new franchise mode offline using pre-season rosters with any team. Once at the main menu, go to Manage Roster > Free Agents and sign Dalvin Cook, who is the only free agent with a 90+ OVR. Sign him and you'll get your achievement.
To earn this achievement, you need to win a free agent bidding war for a 90+ OVR player.
You actually don't need to win a bidding war on a free agent to earn this. To earn this quickly, start a new franchise league with the Colts and do a fantasy draft. Draft any player with an OVR over 90 and you should unlock this. I started a fantasy draft with the Bills at pick #17 and drafted Travis Kelce. Once I selected him, the achievement popped.

That didn't work for me. I drafted Kelce and it didn't pop

There was a 4 GB update released last week, so it's quite possible they fixed this along with other things post launch. Will see if others experience the same issue going forward.
