Franchise, Create new League, Offline use Active Roster, Choose Colts.

More options - Starting Point, Fantasy Draft, Start Playing Fantasy Draft.

Hold RT and select QB, scroll down to Bryce Young (he was 15th on mine) hit X to draft him. Achievement should pop right away.

Just checked again, he was number 22 this time. Try scrolling down farther to find him. If you still don't just start a new fantasy draft, he's been there every time for me.
