You can get this achievement with any QB, but you may have an easier time with a faster QB -- someone like Robert Griffin III (Redskins) or Russell Wilson (Seahawks). I got it with Christian Ponder (Vikings).
Neither of the requirements for this achievement are tough. You can run for a TD first then throw one, or vice versa. Just make sure you do both. As soon as your score a TD the second way, the achievement will pop.

I managed to achieve this with Colin Kaepernick (49ers).

I managed it with training camp Tom Brady on my MUT team. The only difficulty was finding a designed QB run play, which I couldn't as I'm new and didn't know what formation it might be under.
Also, to aid yourself, if someone breaks away for a long run, have them go out at the 1 yd line to set it up so even a slow QB can get in the end zone.

This is a quick guide to get this along with three other trophies:
The College Influence trophy in Madden NFL 25 (2013) worth 23 pointsScore a TD on an option play (no SuperSim, OTP, Skill Trainer, Practice, or Co-Op).
The Happy 25th Madden trophy in Madden NFL 25 (2013) worth 17 pointsScore 25+ points in one game and celebrate 25 years of Madden Football (no SuperSim, OTP, or Co-Op).
The Verizon MVP trophy in Madden NFL 25 (2013) worth 46 pointsCombine for 75 points total, with your opponent (no SuperSim, OTP, or Co-Op).
First, go into the Settings and raise all the Player Skill sliders to 100 and lower all the CPU skill sliders to 0 (You don't need to worry about changing Special Teams for either). Then set it to 9 minute quarters, you definitely will not need full 15 minute quarters to get these trophies (I did it with 15 min quarters and had all four trophies before the end of the 1st half).
Pick the Carolina Panthers, Cam Newton is a fast QB and their Playbook has an Option play. Play against any of the bad teams (Bills, Jaguars, Browns, etc), and once you get the ball, just run the Wildcat offense and you will have no trouble moving the ball down the field. Then once you get near the goal line, run an Option play (you do not need to hand the ball off for it to count), keep the ball as the QB and you'll be halfway done with this trophy and you will get the "College Influence" trophy.
Once you get that out of the way, just throw deep bombs over and over until you get a passing TD, then you'll have "The New Breed" trophy and at this point only have to worry about scoring points. I primarily ran the Wildcat offense because of how often I'd get 15+ yards per play plus it always kept the clock running.
On defense, just blitz on every single play, the AI is so bad even if you don't sack the QB or hit the RB in the backfield, the QB will often miss throws. Even if the AI manages to score, it just means you have to score less points towards the "Verizon MVP" trophy.
NOTE: "The New Breed" and "College Influence" will pop during the game once you unlock them, however you need to finish the entire game before you will get "Happy 25th Madden" and "Verizon MVP".

Do as the description says and score 1 passing touchdown and 1 rushing touchdown with your QB. Using a QB such as RGIII (Redskins), Russell Wilson (Seahawks) or Cam Newton (Panthers) will help make this trophy easier.
