Just do some traffic violation - speed up or hit other car. When the police start chasing you, stop car and pay fine.

I don’t know why but this achievement just won’t unlock for me. I’ve tried turning the game off, doing it in story missions and free play, classic difficulty, medium difficulty... just can’t get it to pop

Probably way too late, but 1 star rating and getting out of car when requested did it for me.

I think this is glitched. I have done it multiple times without it unlocking.

A bit more info that helped me with this solution:

- Get 1 star (any illegal act but game difficulty does make a difference!)
e.g. If you choose to "Speed up" or "hit another car", you have to be within a certain distance of any police.
- After they start chasing you (directional indicator flashes blue), stop the vehicle and even if they don't tell you to, get out of the vehicle and don't do anything!
- At this point, they will automatically walk over and hand you a ticket. Wait for the achievement to pop.

When you have a one star wanted level and a picture of a bit of paper bottom right, just stop your vehicle or stop running, let the police talk to you and you automatically pay a fine.

Alternatively, if they want to arrest you, stop and as they are about to put the cuffs on, press the quicktime button as it appears and you will disarm the cop and this will net you a different achievement.

Fairly simple.

Get a 1 star wanted level and allow yourself to be arrested.

Personally I broke the 40 mph speed limit in front of a cop.
Then came to a complete stop after the wanted level appeared.
Got out the car.
Allowed the cop to approach me and wrote a fine.

This can be unlocked as early as after completing Chapter 1, ‘An Offer You Can't Refuse’ once ‘Free Ride’ mode is unlocked.
 
From the main menu, select ‘Free Ride’. When you spawn at the back of Salieri’s Bar, run to the street and start a fight with the first NPC you see (press :1b: to punch). If there is a witness, you will receive a 1-star wanted level (shown above your mini-map).  Remain in the area (there will be an ‘eye’ icon on your mini-map), and when the star turns blue, a nearby police vehicle will respond to the crime. When they do, just stand there and let the officer approach you (you can rotate the camera but don’t move or press any buttons), and after they write you a ticket, you will pay the fine by default.
 
Note: If the star doesn’t turn blue or the police call off the search while it is blue, just find someone else to start a fight with.

This can be done in either the story or Free Ride. The easiest way that I found to do this is to drive into a police car.  You'll get one star, the officers will order you to get out of your car.  Do so, and after Tommy gets a ticket, he'll give a bribe to one of the cops.
