The very first Mystery Fox I was able to find was during chapter 3 "Molotov Party".
When you first meet up with Ralph (the mechanic), the first Mystery Fox can be found within the garage.
Instead of immediately going to the car to proceed with the mission objective, you can wander through the garage first.
In the back right corner of the garage you'll find Ralph's room. The Mystery Fox is located just in front the middle of the back wall.
Press the 'X' button to collect it. You'll hear the sound a fox makes after collecting it and a note will pop up in the upper right corner.

In total there are 50 Mystery Fox collectibles to be found in the game.

It wasn't obvious to me from this solution that as soon as you walk into the garage, the cutscene starts and then it drops you in the car out on the main streets.
You can get out of the car and run all the way back to pick up the mystery fox.
There is no indicator for it so keep an eye out!

Throughout the Story of Mafia, there are 172 collectibles. Most of these collectibles can be obtained during Free Roam, however, there are certain collectibles which are missable during story chapters.
The first Mystery Fox can be found in Chapter 9.

I have found 2 in free ride thus far and am only in Chapter 7. The achievement did not pop for finding the first one, could this be because I haven't found the first one in Chapter 9 yet?
