How to unlock the Neighborhood Hero achievement in Mafia: Definitive Edition - Definitive Guide
The following can be applied to all difficulties although this guide is mainly for Classic (aka scourge) mode.
First things first, accept the fact that you will be here for a while and prepare for patience and long sharp sighs. Do some test runs and learn the turns (3 long taps on the brakes should suffice even if you don't think so, I noticed braking seems confusing because of the way it feels and looks, makes it look like you're actually needing more brakes, I assure you three taps will suffice for all but that dreaded first turn. The key to winning is the first person camera. I literally spent hours trying to win in third person but when I switched to first person I won on the 2nd try, there are literal control changes that are blatantly obvious in first person.
The last tip is for the first turn of the lap, there is a billboard on your right, use that as a braking reference on the 2nd and last lap, the first lap just ride the inside and try not to spin out, literally just coast and lightly tap the gas (AND FIRST PERSON CAMERA) Im telling you my friends that will be your key to win.
Unfortunately there is NO cut and dry way of winning and chances are you may get frustrated, but I found this was the easiest way to complete, but either way on classic, you will have to learn the track whether you study it on YouTube or gameplay. Good luck. And for the sake of the universe....Godspeed.

If you're 2nd on the last lap, don't worry! Game is scripted to have the 1st car crash in the last turn. Avoid collision with them and you're good.
Edit: apparently this achievement can glitch. I have the one from the previous mission, the one from the mission after this, but this refused to unlock.

This is story related and cannot be missed; earned for completing Chapter 5. You can complete the chapter either by driving Paulie to his house or to the Blue Tropics club on Central Island (which unlocks Not Classy (10G)).
During this chapter, you will also unlock Supercharged (30G) for winning the race.
Completing this chapter unlocks the Post Card side mission located at The Vevoda Motel (east of Lake Fyer) (required for On the Trail (10G) and Car Thief Number One (50G)).

Story related and cannot be missed. This is the fifth chapter. On Classic, this is likely the hardest chapter of the game.
You will also unlock Supercharged and if you ignore the map marker and listen to Paulie, you will unlock Not Classy as well.
Classic difficulty tips:
Be prepared to restart many times. The race is difficult, mostly because of the controls. If you can get into the top 4 before the first lap ends, you'll have a good chance to win the race.
The AI also has a tendency to catch and pass you right before the finish line. Block them as best you can.
There are missable collectibles in this mission. See the Collectibles Guide for more info.

This is for finishing chapter 5 and will also unlock
by proxy.
The first thing you will ned to practice (which is also great practice for the above trophy) is learning how to corner the racing car on the streets.
You musn't use the speed limiter when actually on straights go to and from the mechanic, but it is useful for slowing down at corners, which is hellful to learn as a tactic for controlling the car during the race.
On the way back you need to keep an eye on the engine meter. If it over heats. You fail the mission. So don't hold for long periods of time.
The next part is the race, I've linked in the trophy so you can get an overvkew of how I unlocked it on Classic difficulty.

I spent 10 hours in the “classic”, but until you feel the car you can’t pass! The ram is very helpful for turning. At the start, the main thing is not to rush when making a sharp left turn. On the next two turns to the right, you can cut off and become at least second, and then the first one drops out of the race and voila - we are in first place. Next, the main thing is not to let the enemy forward. To pass, you just need to go through the track many times and remember where to take the turns at what speed.

If you play classical music, take care of your nerves. If you get carried away even a little, feel free to restart. You won't have a chance. This route must be completed perfectly.

After completing the race, you don’t need to take Polly home, you need to go to hot spots, then you’ll get another trophy

You will complete the race after you have thoroughly studied the track and learned how to take corners flawlessly. It took me about 7 hours in “classic” mode.
Here's what helped me:
1. The race is scripted. There will be several places in the game where it is possible to get ahead. In the first round, two opponents are eliminated, and in the second and third, one more. Thus, if by the second round you are third, that's great. The main thing is to maintain this position, since the two riders in front of you will be eliminated.
2. Always slow down before sharp turns and hills. The “speed limit” button helped me. The car slows down quickly, Tommy takes the turn, then quickly picks up speed (remember to turn off the limiter halfway through the turn). Don't try to get ahead on the first turn. The most important thing here is to drive through without flying out onto the sand and without turning around on your axis. After this, you will have a few more turns where you definitely need to cut through the grass. Also note the zigzag turn with a slide on the side. Don't be fooled and don't expect to make it through this seemingly easy turn. Before the slide you definitely need to slow down, otherwise you will spin and spin in the air.
3. When entering a turn, ALWAYS use a ram (R2 + X button + left stick in the desired direction of the turn - do not forget to reduce the speed to the “limit” before turning). The ram is your lifesaver. After driving a few times you will understand when and how to press the ram. With this feature, the car will easily turn into turns.
4. On the straights, do not forget to look behind the R3, because on the straights your opponents will easily overtake you. To prevent someone from overtaking you, try to drive the car closer to the hood of the enemy when approaching.
Well, the most important thing is to put aside the psychos and maintain a calm mind. Otherwise, it will be much more difficult for you because of the psychos.
