How to unlock the End of the Rainbow achievement in Mafia II - Definitive Guide
This achievement is for completing a side object near the end of Chapter 11.
Events during this chapter will eventually lead to you making an assualt on a bar being used as an HQ by the Irish. Clear out the bar and grab all the weapons the enemies dropped, MOST IMPORTANTLY the grease gun from the guy in the back hallway leading to the next objective marker. You may also want to make sure and take the money from the register since you have none at this point.
When you've grabbed everything, pull out your grease gun, then walk out the back door that's marked. You'll see a guy get into a car and try to take off really fast. Quickly spray the driver window with your gun. Hopefully this will kill him, bringing that car to a halt and giving you this achievement.
If you aren't fast enough at shooting at him or if for some reason he lives through the barage, you can still kill him, but you must quickly get into a car and chase him down. This will likely be very difficult however as the police are highly likely to get involved. If he gets away during this chase, you loose your chance at the achievement and the chapter continues. At this point you can still pause and choose Restart Mission to begin the bar assualt again.

The grease gun is definitely the key here. I managed to hit him enough times with it that the actual car exploded, killing him instantly. *grin*

Yeah, I was going to comment the same thing as Boost17. The car blew up before it could leave the parking lot after I unloaded on it with the grease gun. Great advice from all involved.

Missable achievement within a story environment.
This is accomplished at the end of Chapter 11. When you are sent to settle the score with the Irish after your house is burned down. After you clear out the bar (you should rob the register), head out back and your target will be getting into his car. You can either chase him in your car and run him down, or get a lucky shot at him as his car pulls out of the alley.
**You can miss this achievement and have the story continue. I missed it the first time, and had to reload chapter 11 from the beginning and play through the whole chapter to get this chance again, so it is worth trying to get as you play through the first time.

I got this Achievement last night by simply blowing up Micky Desmond's car with him a in it, before he got out of the Hill of Tara parking lot.
I blew up the car using a Tommy Gun and aiming it at his gas tank. He'll try to drive away, but keep your aim steady and on his gas tank, and he'll be toast (pun intended) by the time his car makes it to the street.
I probably could have used the grenades or the Molotovs I was carrying to achieve the same results, but since I was using a Thompson SMG for the raid on the pub, it's what got the job done for me when I went to get him.
Now you are probably wondering exactly how I got completely armed to the teeth before going after Micky Desmond, considering my house and all my money got completely burned out. For the answer to that question, see my solution for getting the Exporter Achievement.
After your house burns down, go to Joe's like normal, but before heading up to see him in his apartment, make a stop in your garage at his place, and use my solution for the Exporter Achievement to make some quick cash. Then load up on guns and ammo at Guiseppi's and at the Army Surplus store, before going to take out the last of the Irish mafia.
*** NOTES ***
1. It's also possible to make some quick cash, by stealing one of the expensive cars cruising the streets of Empire Bay, and selling it, instead of going all the way to Joe's to get the ones out of his garage.
2. If you do not feel like going through all the effort of drumming up quick cash to finish this mission, there is always the MP40 and the grease gun at the pub. Killing the bartender or one of Micky Desmond's goons to get either one of those guns, will work just fine. And then use one of those to blow up the gas tank on his car.
3. When you go see Joe, there is a Playboy on the floor next to his bed. Also there is another playboy in the back of the Tara pub (down the dead end hallway). If you are trying to score the Ladies' Man Achievement, or just like to look at nudes of someone's grandmother, you will be in luck twice more while attempting to nab this Achievement.
4. Without giving away any spoilers, near the end of Chapter 14 you are going to need to come up with a HUGE amount of money - you can probably guess how much before Chapter 14 begins. The quickest and easiest way in the game to earn huge sums of money, is exotic car exporting - which is no longer possible starting with Chapter 14; and consequently, is next to useless until just before going to the Tara pub to finish of the Irish. So sometime between your house burning down near the end of Chapter 11, and before the start of Chapter 14, make sure you gross a huge bankroll, or trying to earn the rest of the money you will need, makes the game pretty frustrating.

In Chapter 11 your house will be burnt down. Run away from your attackers and steal a car as soon as you can. Drive to Joe's and recruit him to attack the Hill of Tara pub. After you kill all the people inside, pick up the Grease gun that was dropped by the enemy near the back door. Equip this, then exit the back door to see the Irish leader try to flee in his car. Fire at either him or his gas tank to kill him quickly before he pulls away. If you fail to kill him, you'll have to chase him in Joe's car to finish the job.
