How to unlock the No Loose Ends achievement in Mafia III: Definitive Edition - Definitive Guide
EDIT: This achievement seems to be broken at the moment, thanks to commenters for the update. Like the "The New Boss" achievement, it appears this achievement is somewhat fixed, but may also require you to do a fresh playthrough of the game in order to unlock it.
There are a total of 18 Racket Bosses in the game. With the exception of 2 of them, you will get the choice of either killing them or recruiting them. You need to KILL all of them. The best way to make this achievement go as smooth as possible is to NOT wiretap the areas the Racket Bosses are in - this will make Lincoln kill them automatically, and you won't get the choice of recruiting them.
Note that for the second Racket Boss encountered in the game, there's a mandatory setup of a wiretap, so be careful with this one and make sure to press to kill him.
If you feel that you're missing the benefits of wiretapping you can upgrade Vito to get the "Inside Man", which works much in the same way as a wiretap (It reveals enemies on the map and through walls).

I was finally able to get this!
I can confirm doing it all in one sitting unlocked the achievement for me. I recently got my Series X which I think is a necessity as my One X would crash while running the game, next gen has the power to run this game more smoothly.
On my Series X, I installed the game onto the internal SSD. No DLC installed except for 2 weapon pack DLCs. Then I made sure to delete all saved data on the cloud, just to be safe.
Next, I hard reset/full shutdown my Xbox (long pressed power button). Once it booted back up, I started a brand new play through.
I made sure to never close the game or quit to the main menu, I died a few time so thats fine.
The game never crashed on me but there were a handful (like 4 or 5) of “mini-freezes” where the game appeared to have froze, but going to the dashboard/home and clicking on the game again fixed this everytime. The game never closed all the way, which is what seems to cause the issues.
After about 7 or so hours, I got the achievement. I never even killed Tommy, Lou or Olivia/Remy, i.e., once I killed the 2 racket bosses in Southdowns and the French Ward, I just left and when on to the next district. Achievement popped after killing the boss at the slave/auction building thing in Frisco Fields.
Best of luck to whoever attempts this, this was my fourth attempt. (First on Series X)
TL;DR
Play on Xbox Series X.
Game installed on Internal SSD.
Delete ALL saved data.
No DLC installed (except gun DLCs).
Must be done in one sitting (no quitting/crashes).
Deaths allowed.
Good luck.👍🏻

You should be able to, because you don’t need to leave your console on to utilize quick resume. I’m not sure if a power outage would affect quick resume, since I rarely use it, but as long as a game is showing up in the quick resume queue, it should be fine. I couldn’t do it in one sitting either, both because of time constraints and because after six unsuccessful attempts at this achievement, I’ve really become sick of this game, but after I finished for the day, I just went to the dashboard, turned my console off, and when I went back to it the next day, I just loaded the game from the dashboard, and quick resume kicked in, putting me right back where I was. I got “The New Boss” on the 24th, doing the same thing I did for this achievement, although I had to start a new run through after the game crashed, which only happened to me once during my attempts at both racket boss achievements, though the game did freeze for a few seconds a handful of times during both playthroughs, which was anxiety inducing each time. I got the “Family” achievement about five years prior, so I’m not sure what the problem would be there, but it seems what voids the racket boss ones is quitting to the menu or the game crashing, so if you’re using quick resume, you should be fine. Also, something to note that I didn’t think of, a friend pointed out to me that for “The New Boss”, you can completely skip the slavery racket in Frisco Fields, since no matter what, Lincoln automatically kills him, whether the district is wiretapped or not. I’m not sure if this applies to this achievement as well, though I suspect not, since you should only have to kill 16 of the 18 bosses, given that you can’t recruit Merle Jackson in the Hollow either.

Just to add to the solution above, I just started my second play through and in my first play through I killed them all but the first guy "the butcher". Once I killed him inky second play through I got the achievement... So it looks like it carries over through your playthroughs.

What was deleted?

As of March 29, 2017, On the second play through, killing all of them was still bugged and did not get the achievement.
NOTE: I did NOT wiretap the district. I do not know if this is condition. I will admit on the first play through, I wanted to flip all, but did not wiretap all, and was not able to get the achievement. MAYBE??? this is the option to get the achievement to kill or flip????

This guide is for series x/s owners.
I deleted all my saves from everywhere and cleared my reserved space. I had all dlc uninstalled.
I then started a new game and played normally, I did make use of quick resume so if anyone needs to know you can use quick resume and will still count as 1 playthrough. I encountered a bug twice where when you hold X to talk to one the people nothing would happen. Just load last checkpoint and you’ll be good to go.
Achievement popped after killing last racket boss.

Is the game less likely to crash on series X/S?
By Warkullt on 16 Jun 2021 06:23
can confirm just did this method on my 2nd run for the flip all and loyalty achs, as well as my glitched takedown and money achs from my first playthrough. This was a fresh install (disc, if that matters) with no saves as I previously played on xbox one x and deleted everything there, no dlc installed either. Also utilized quick resume as to never have the game close/quit and had 0 crashes (although at 3 separate times the game froze up for a second or 2 but then snapped out of it).

The new boss and No loose ends
This trophy is best combined with the Big Earner and Can't Trust a Rat trophies.
To achieve this go after the racket boss after doing enough damage to the racket. When confronting him do not recruit him but kill him with "X".
If you don't wiretap him he will automatically be killed making sure you can't accidentally recruit him.
The trophy will pop after you've killed the last racket boss, near the end of the story.

Having downloaded Mafia 3 from the Playstation store with it being available through PSNow, I can confirm that trophies ‘No Loose Ends’, ‘Baby, You’re a Rich Man’ and ‘The New Boss’ were glitched for me. After 3 playthroughs none of the trophies unlocked although I completed the criteria for all 3.
I decided to delete everything Mafia 3 related from my console (Save files, Mafia 3 game, DLC and Capture Gallery data) and reinstall it without downloading the DLC.
On my next playthrough after reinstalling Mafia 3 from the Playstation store I unlocked ‘The New Boss’ and ‘Baby, You’re A Rich Man’ however the trick is to do both trophies in one session. DO NOT turn your console off as this resets the counters for these trophies and if your game crashes, you have to repeat the above step of deleting everything, reinstalling and starting again.
On your ’The New Boss’ and ‘Baby, You’re A Rich Man’ playthrough, I would suggest using the glitch where you can obtain unlimited money during a mission in the French Ward. The mission is available after speaking with Jim McCormack, after you have spoken with him visit both interrogation missions in the French Ward and then you’ll be able to unlock the money drop mission. Please see video below on how to do the glitch.

On your ‘No Loose Ends’ play through I would suggest not doing any of the wiretapping besides the one that is story related, that way Lincoln automatically kills the racket bosses. It took me 3 playthroughs to get this trophy as my game kept crashing after flipping about 12 or 13 of the racket bosses however on my last playthrough I made sure I done it in a shorter period of time of around 10 hours or so (the playthroughs that crashed on me were overnight playthroughs which meant my console would have been on for over 24 hours).
I’m not sure what caused the game to crash but I remember on one occasion I was travelling at high speed in a De’Leo Traviata. Again, I’m not sure if it makes a difference but on my last play through after killing 12 of the racket bosses I made sure I didn’t go over 100MPH/KPH when driving and I always drove in the Samson Duke. I also did not kill any of the Capos (Olivia Marcano, Tommy Marcano and “Uncle” Lou Marcano”), I only killed the lieutenants which are on the kill list as all rackets are available to take over without killing the Capos.
I hope this helps some of you out and if you need any further info just drop me a message on here or on PS, my PSN is the same as my name on here.

The Glitch Guide!
This guide is for those that have tried to obtain this trophy, but have been unsuccessful due to the, now well established, Mafia glitch - for those of you who think you might have just done something wrong, you probably haven’t - this is a well known glitch (as also referenced in Baldozerr’s comment) and confirmed by the support team at 2K.
I did a lot of research on how to obtain this trophy following my first failed attempt, as it was the last one I needed to get the platinum, and I’ve read a lot of theories as to what causes it to glitch in the first place - many seem to believe it’s when the game crashes (which it did a lot to me during my first attempt). I do not know the exact cause, but I thought I’d share how I obtained this elusive trophy in the hope it’ll help others.
I started by following most of the advice in Baldozerr’s post, i.e. I deleted my copy of the game and all of the DLC - what I didn’t do was delete my save data, as I’d read that some people received the trophy half way through their next playthrough (which suggests the game retains some of the kills). So, I reinstalled the game and started a new playthrough, but with my save data still in the background (I didn’t download the DLC again though). Quite early on, after I had killed the first 2 racket bosses, my game didn’t allow me to proceed with the story, i.e. a scene where I had to hold down the square button disappeared preventing me from progressing. I ultimately had to quit to the main title screen and reload - this worried me, but not as much as a few hours later into the game (after my 5th racket boss) when I died and the game completely crashed (whilst reloading the checkpoint) sending me back to the PS4 home screen with an error message. The reason I persevered without deleting and starting again is because I still had my collectables. To explain my rationale… on my previous playthrough where I didn’t obtain the trophy, I realised that halfway through the game, a number of collectables (i.e. magazines, posters etc.) that I had collected had disappeared - I believe this is when the game reset my counter and thus didn’t give me the trophy after killing the final racket boss. I’m not sure if I’m right, however, I would suggest anyone playing to keep an eye on their collectables, and if you still have them after the game crashes or if you have to restart for some other reason, then everything might just be okay. Of course, I could be wrong and I may have just been lucky, but I’ve obtained the trophy today after killing my 18th (and final) racket boss, and that’s following the issues already described.
If you’re after some tips on the quickest way to obtain this trophy, I would first say that you need at least 8-10 hours free. For me, I avoided all side quests and skipped all cut scenes, I also didn’t wiretap anywhere with the exception of the one time the game makes you. I rushed through killing the first 6 racket bosses to establish all of the underbosses, I then killed the following 6 racket bosses and then realised I had to kill their respective leaders to reveal the final racket boss missions. I didn’t, however, kill any of the leaders in the last portion of my game, only concentrating on killing the final 6 racket bosses. I also didn’t use the money glitch as, to be honest, getting money in this game is easy even when you’re not trying (IMO).
For those who have tried and failed, I wish you luck if you find the strength to try again - I almost gave up and was going to just delete the game, but being so close to the platinum (and feeling robbed) pushed me to attempt it one last time. I would urge anyone with issues to log these with 2k Support - they are a really friendly team, but they do fob you off with the ‘we’re aware of the issue and our developers are looking into this’ - given the glitch has hit so many people and has been around for at least 3 years (following numerous updates) I’m not sure they really are looking into it. That being said, the more people who raise this with them, the more they might be motivated to sort it out.
If you have any other specific questions on how I obtained this, or if something has happened in your game and you’re worried that this might prevent you getting the trophy, then please don’t hesitate to ask me - I’ll help if I can.

Missable! Glitched!
Glitch Warning: Reported glitched as of Patch 1.06. Trophy is achievable on earlier patches. If you have the Retail version, cancel and delete all patches and play on base version v1.00. However, this trophy is not 100% guaranteed to unlock even on v1.00, it is purely down to luck.
You must kill each and every single Racket Boss in the game. There are 9 districts excluding Bayou Fantom and 18 Racket Bosses in total spread across the 9 districts. Attempt this on your "Kill" playthrough.
