You will get the Samson Harrier as part of the Sammy's Renovation mission(s). At a certain point during renovation, your aunt will send you to help a bartender out (don't know what is the exact trigger for this mission but it should appear during the renovations). Turns out he lost his car in a street race, and we're gonna go get it for him. Simply follow the marker to the race, complete it, and from then on you can drive the Samson Harrier. Simply drive 50km (shouldn't take too long), I personally just drove a few laps around the map and that unlocked my achievement.
Another option, suggested by xMP44x: "As an alternative for anyone who (like me) didn't plan for this achievement in advance, I used a route beginning at Sammy's Bar. If you head over the bridge straight outside and keep following this road you'll eventually reach the massive roundabout in Downtown, which became the circuit I used.
It's a little bit boring but you can easily hold the Harrier at 135-140mph. At those speeds the game hardly spawns traffic and cars sometimes disappear in front of you. Given how monotonous this achievement is a route where you don't even have to think might be of use to some."
If you're looking for a bit more fun way to grind out this achievement, Macmanius suggested that you could do some of the races instead of driving around.

I don't suppose you know where the mission 'Lil Ernie' is located do you?
I'm at the last stage of renovating Sammys but can't do it until I complete this mission. There's no tracker for it & I can't remember it being a mission from the main game...

That sounds weird, I got it towards the end of the renovations and I got the marker from Clays aunt, I think it was out in the Bayou somewhere, don't remember it more specifically than that, sorry.

I'll add it to the solution, thank you for your suggestion. To be honest, after doing the 1000 miles achievement in Mafia 2 I thought this one was a walk in the park,
so I didn't really think much of it.

The route from Sammy's bar to the Downtown roundabout can be extended to start just past Sammy's bar, on the same road the bridge leads to, and the route is 2.5km in about 90 seconds, give or take. +1

This is my last achievement for this DLC (and likely the game as a whole), and I've been doing using the Harrier to replay "The Big Easy" race. It's something a bit over 13 km in 5:45-6:15, depending on mods and in-race collisions, and it saves cumulative mileage, meaning I should pop this sometime around the end of my fourth go. The nice thing about this method is that I get to earn some extra scratch while going for it, as well as having a way to tangibly measure my progress!

Any Exotic race should do the trick. It's more interesting than driving in circles, anyway. Plus, races unlock other races (and customizations, which are fun enough).

This achievement can also be done 100% AFK
What I did, was go to the Grow shop entrance (right in front of the door there is a nice gravel/dirt patch) and do a constant 360 Burnout. (Hold stick left or right with a rubber band) and hold RT, the car will spin in circles, and never move from the spot.
Took around 4h to unlock.
Just for the lazy people like me out there.
