This achievement will most likely be earned when working on your second playthrough. There are a variety of items and services you can spend money on within the game. Some of these include ammo, explosives, weapons, and weapon upgrades, as well as vehicle upgrades, medical supplies, and character upgrades. In addition to all this, services provided by your Associates - that is, the Police Dispatcher, Phone Line, and Backup services, etc. - also count towards this achievement.

Once you have spent a cumulative total of $500,000 across your playthroughs, this achievement will unlock.
