Like most of the miscellaneous achievements in the game, this can be earned at any time during playthrough.

The easiest way to attract the cops is to run over or shoot an innocent civilian. This will eventually lead to the cops being called in to the scene of the crime. Get into your vehicle (or any vehicle if you don't already have one), and just drive around the city for a little over two minutes.

Once you've hit the two minute mark, escape the Police Zone (marked by a blue circle on your mini-map) and the achievement will unlock. Take note that you do not need to be actively pursued during the two-minute time period. All that's required is to be inside a Police Zone for two minutes, then escape.
