This achievement may not come naturally during your playthrough, so it's best to grind this out during the story mission that involves investigating the Welty Storage warehouse.

During this mission, you will eventually fall through the floor during your investigation of the upper floors. When you regain consciousness, continue through the ruined building and follow the waypoint on the HUD. You will reach a door that needs to be opened. On the other side of this door, on the far side of the room, are four cultists surrounding a victim tied to a chair. When the door is open, draw your weapon (preferably a handgun) and aim using . Now tap to activate Slow-Mo and kill all four cultists quickly (headshots help refill the Slow-Mo meter).

Once all four enemies have been killed, pause your game, scroll over to "GAME" tab, and then reload your checkpoint. Continue to grind this out as needed and once you have killed four enemies with Slow-Mo a total of ten times, this achievement will unlock.
