The first level you can do this on is 1-4 (Cableway). Wait until the rotating magnet is at the very bottom left and close to you. Then hold A to attach to it and ride it up to the very end of its track avoiding the three gears in the process. Then let go when you are over the finish line.

I had to do this on 3-10 (Playing with fire). I tried replaying level 1-4 but I had already completed it prior with 3 gears. So my achievement wouldn’t pop.

As DarkPaul64 simplied, the achievement won't pop if you've already completed the level. If, like me, you didn't realize this until you completed the easy levels, this can be done on 10-4 Candelabra very easily.
