As the description implies, you must destroy every brick in a level. This would require the final brick to be a blue fairy brick.
The key to this achievement though is that levels cannot be 'completed' in Levels 1-1 thru 1-6 or levels 4-1 thru 4-6. Levels 1-1 thru 1-6 cannot be done due to regenerating bricks (even if you can manage to have them destroyed at the end of the level). Not sure what the deal is for levels 4-1 thru 4-6 though.
This achievement isn't too difficult once you get the game mechanics down. Just pay extra attention to leaving some fairy bricks around to avoid beating the level too early.
