This can be done in the first level (1-1).
Regrowing bricks are the red blocks with the leaf icon. Once you hit this block, it will regenerate in about 3 seconds.
In this level, there are three regrowing bricks. You must hit them all quickly enough to destroy them before the first one regenerates.
If you play long enough, you can get lucky enough to unlock it. The trick though is that, like most special bricks the locations are randomized, so you can keep restarting the level until you get a setup in which you believe you can easily knock out all three regenerating blocks quickly enough.
Obviously, the more familiar you are with the game mechanics, the easier this will become.
