You must finish a level in which the very last block in the level is a fairy brick. Obviously this doesn't include the indestructible 'paddle' bricks.
A key note to this achievement though is that levels cannot be 'completed' in Levels 1-1 thru 1-6 or levels 4-1 thru 4-6. Levels 1-1 thru 1-6 cannot be done due to regenerating bricks (even if you can manage to have them destroyed at the end of the level). Not sure what the deal is for levels 4-1 thru 4-6 though.
You can check your achievement tracker after each successful level to verify that your progress is updating.
Once you get the game mechanics down, completing a stage shouldn't be too difficult.
