I had to get clarification from the dev on how this is actually supposed to be done. Once I knew what to do, it wasn't too difficult.
When the game refers to 'maximum' speed, it is referring to the balls natural tendency to periodically increase in speed by simply being in play to the point where it doesn't go any faster. Basically, if you can keep the same ball in play for about 3 minutes, it will reach its maximum velocity.
You will know when I ball is at maximum speed as it will start glowing white.
I did this on level 4-1. First, make sure not to hit the 'Speed reset' brick. Then, I cleared out the center of the stage so there was a clear path from one rotating bumper to the one across from it (this level has a smaller, three brick bumper, but it is enough). If done properly, you can actually get the ball to bounce back and forth indefinitely without rotating the screen at all. (the ball may still move slightly left or right of the bumper, but will center itself again if done on a correct setup). I kept the ball in play for about 5 minutes (starting glowing white at 3, but I gave it a couple of more just to be sure).
Finally, time your rotation so your ball hits the Speed Reset brick.
