You earn new balls by filling up the meter on the left side of the screen. As long as you can keep up a good run without losing the ball, you should start racking up lives fairly quickly.
I would suggest level 4-5 (this is where I initially unlocked the achievement, or 6-6. You can easily get 12-13 balls in these stages if you don't lose a ball.
