You can get this achievement fairly easily without modifying any stats or sliders.

It is important to note that you can get this achievement by pinch-running with a pitcher, thus not having to get on base with your pitcher.

While I am sure there are other fast pitchers in the game, the fastest one I have seen is Clay Buccholz with 79 speed. Simply play as the Red Sox in "Play Ball!", get a hitter on base, and pinch run with Buccholz. While he is not incredibly fast, it is not impossible to steal with him, especially if you are going against pitchers who are extremely slow to the plate. (I.e, Tim Lincecum, Joba Chamberlain, Josh Johnson).

This is a pretty easy achievement, and one that you can get during the course of playing a season, or really quick in one game. All you have to do, is steal a base with a pitcher. Now, the easy way to do this is get a guy on first base, then pinch run with a pitcher (use the fastest you have to better your chances). Then get as big a lead as you can, hit LT 3 or 4 times, then hold it in until your controller vibrates. Make sure the pitcher isn't going to try a pickoff move, if he does make sure you hit RT to get back to first. Once you see him go into the motion to pitch, then hit LT as soon as possible to take off to second. I usually try to slide to the outside of the bag since typically the shortstop is on the inside, but each situation is different. If you get caught and are out, oh well try again with the next baserunner you have...Do the same thing with a pinch runner. Usually you can do it in one or two tries.
One thing to note, this will NOT pop right away. After you've completed the game and it saves, then it will pop (right before you get back to the menus).

For this achievement, you have to successfully steal a base with your pitcher.

To make it easier,

1) Create a pitcher and max out both his hitting and his running stats.
2) Put him on a National League team (the Giants for example).
3) Make sure the team you put him on is the home team just in case you picked an American League team to play against and you're the away team.
4) When he gets up to bat, use a contact swing to give him a better chance of getting on base than hitting a home run.
5) When he gets on base, attempt to steal on the second pitch just to make sure they don't throw a pitchout. Don't swing with the current hitter.
6) Once you steal, you should be easily safe because his speed is maxed out.
