How to unlock the Garbage Collector achievement in Maneater - Definitive Guide
There are plenty of maps, so I won't go into detail on the locations. If you want to use the in-game map be sure to have a fully upgraded sonar equipped and constantly ping your surroundings.
More difficult than finding the plates is actually reaching a few of them. Me and my friend had the ost problems with the jumps, so just a general hint for a lot of air time, which you will need to reach about 5 of the Plates that are high up in the air or on bridges:
If you have located a high-hanging plate, dive down a few meters, angle towards the plate and boost with LT. Once you launch from the surface, you can "doublejump" with either the A-Button or LT (you will see the tail waggling). The bigger you are, the more often you can do this, up to three times as "elder".
A few noteworthy things:
-the right stick will change your trajectory and execute tricks, best stay away from that during the jump.
-don't buttonmash A/LT. a well timed approach works better
-if you get close enough to the Plate to get a target lock, you can boost yourself further by biting, closing the last gap
The whole process is a little random sometimes, be prepared to have a few moments of WTF. But once you get the boost-jump right, none of the Plates should pose too much difficulty. Just remember that the full jump potential is only unlocked from elder onwards, so some Plates will be unreachable before that.
Happy Hunting!

I have all plates except one, the one on the bridge near the grotto in Caviar Key. Spent over an hour just trying to get that one plate, unsuccessfully. Ridiculous.
Edit - spent another frustrating half hour and struck lucky and got it, yes! Uninstalled.

Licenses plates can be found underwater, but are often on land and in the sky forcing you to jump out of the water to reach them.
The maps below show all the collectible locations in the game by region, including the landmarks ("Tourist") and nutrient caches ("Deep Sea Explorer"). I recommend upgrading your Sonar ability and spamming it all the time to mark these on your map as you move around. It is important to know that some of these are located in sewers and past grates that will require you to level up before you can enter.

Some of the signs are located in Lobster Bay, which does not have its own trophy. A pumped up echolocator allows you to find everything without difficulty, but if someone does not want to waste extra time or has some difficulties, then here is the map:

Some signs are too high above the water. But at a certain level of pumping, you can get them all easily (it’s better to collect them no earlier than when you’re older). To jump, you need to direct the shark from the depths towards the sign and accelerate to L2. While jumping, press L2 a few more times to push off the air even higher and only then perform an attack on R2 to make the final dash straight to the target.

The most difficult number to get is located on the bridge in the Kavyar Kay location. The method of replenishment is a pumped-up “Shadow” set that gives bonuses to swimming speed, lunge and acceleration + “Adrenaline Gland”. Jump with acceleration from under the water! (I didn’t succeed from the surface of the water) - and then two jumps and attack
