How to unlock the 待望のマンガ家デビュー！ achievement in Manga Kakeru - Definitive Guide

WARNING: This trophy can only be achieved on Japanese accounts.
The issue above has been fixed as of 6/27/18 and the trophy can currently be achieved with any account on PS4.
Once you have opened a manga file generated from the manga generator (#1 option from the main menu) or have otherwise created a new one (#3 in the main menu), enter the #4 menu and you will be taken to a new screen. Select the middle option and after reading and agreeing to two ToS agreements, select what panels you wish to upload (I recommend just uploading one to save time). Afterwards, press 
to move on to the upload screen. Simply head to the bottom option and select it to upload your creation and obtain this trophy.
