For me, this popped in the second week of Spring, Year 2.
Every three days, your farmer (unlocked with natural story progression) will deposit goods for you, which you can collect from a glowing stack of barrels in your tavern, near where the Hungry God sits.
Once you've collected them, make sure you leave the tavern and head North, to find the farmer and replenish all his seeds, bait, feed etc.
If you level up the six plots on each area of his farm and buy the best ingredients, you'll get a lot more stuff every third day.
