You can do this one any time after beating the bonus stage Dosan's Tale.
You should have the Moth item unlocked after that and you can use it on any searchlight that is 'unbreakable' in any level.
This won't work with any breakable regular lamp or light. Has to be the ones with grate protecting the glass.
