The only History Lesson commentary that I know for sure the location of, also being probably the quickest to get in terms of distance in a level, is in the 4th level, A Change in Course.

I think you need to have "commentary" on in the options for this to show up.
EDIT: yes. If commentary is off, no speech bubble appears. Pause menu, help & options, settings, sixth option down, "Commentary."
