In order to afford all of the unlockable upgrades, you need to obtain all three star ranks, scrolls and seals in every level. That totals up to exactly the amount needed for all the upgrades. See the guides for those achievements for tips on getting them.

should just be an achievement for 100% completion if that's what you need to get it.

So Puckjunkie..it sounds like you're saying that once I finish my first game...I can start New Game + and the upgrades will carry over?

Can someone confirm?

Yes, they do carry over.

Yes, sorry, your upgrades carry over, as do your scrolls and seals from the individual levels. Only the "stars" (which are score-based) are separate for the two playthroughs.

Technically it's not a 100% achievement. Finishing the game at 100% gets you everything you need to unlock all of the upgrades, yes. But, alternatively, you could finish the game without getting everything and then start a new game +. In your second playthrough you can still get points by getting "stars" in the levels, so you could finish your unlockables there without ever having gotten 100% in the game.
