This can be obtained on the first level. When you first encounter two guards in close proximity (after you obtain your sword), simply wait for one to face away from the other, or judge their vision cones. These are the trapezoidal white shapes projecting from their faces. If you are not in its extension, they cannot see you.
When you are confident that you are unseen, kill the closest guard. Make certain to get the animation correct or the kill will be noisy, possibly alerting the other guard. Once he is dead, pick him up (B) and throw him (X). When you throw him into the guard's path, you yourself must remain unseen.
The guard should scream like a prepubescent teenage girl and you should receive a terror bonus, points, and the achievement. If you are having trouble netting scores, keep using this tactic as I believe the point values are quite high.
On an unrelated note, when I read the achievement title I thought of Rosie O'Donnell naked. That is all.

Kill an enemy and then press to pick up his corpse and carry him to a ledge that has a guard somewhere below it, then tap to toss the body off the ledge. If it lands in front of the guard this achievement should pop.
OR
Simply grab a corpse and walk until you're just outside of a guard's view range and tap to throw the corpse at them. (Thanks CyberEvil for confirming this)
