In terms of what's best for players, most people generally agree that if you're looking to max out one skill tree, stick with the combat one. Rogue skills are beneficial due to the added pistol damage, and the Technomancer tree has decent bonuses to injections. But neither, when viewed as a whole, outrank the combat tree in terms of usefulness.
By doing all the quests in the game, you should be able to max a tree in the third chapter, if not in the second.

You need 36 skill points to max out out one tree. For Extreme it's recommended to max out the Renegade tree, it being stealth based helps to sneak up on enemies, knock them out by one hit and hiding the bodies. Doing that you can clear whole areas without enemies ever seeing you.
The combat tree also has few skills to help you stay alive, which Science Of Evasion, Tough Skin, Accelerated Metabolism and Weapons Mastery but be careful not to spend too many points on other trees and miss your chance to fully upgrade your main tree. When I finished the game on Extreme I was a Lv26 with 50 skill points used.

You will need to spend a total of 36 points (18 levels worth) on a single skill tree in order to get this achievement. You will want to do as many sidequests as possible in order to get the desired number of experience points, and you most likely will not be able to max the Technomancy tree out (unless you save points for it), as it will only be available after you finish Chapter 1. Thus, it is important to make a choice early on and focus on upgrading that tree, with putting as few points as possible into the other two trees.
