Achievement did not unlock properly for me.
Don't worry though. It should unlock once you start a random level after getting all of the other achievements. (If not, quit out and restart the game and pick a level).

Wonder if anyone knows that this achievement has changed with the DLC at all. I know some like Operation Tango made it that you had to now complete the DLC to get the unlock all achievements, achievement.

It's part of the 'Classic' challenges set, so it will unlock once all those challenges have been completed (all other achievements in the base group). The achievement description is: "You have cleared all the classic challenges" on my Xbox.
