This is best done during the main quest "The Burial", before you actually enter the chapel to continue with the quest, because there are complications if you try to do this at later part of the story. In particular, it will make it difficult to use the boat, which is necessary for the latter parts of the quest.
In the house, find a telephone and dial the number mentioned in Lapo's letter - 6934. You will be briefed.
Get the tailor scissors from the basement if you haven't already, then head to the telephone pole just outside the building. While climbing it and cutting the wire, you will spot a tank.
Head down to the telegraph machine, which is situated in the farm area just below the building. The machine is hidden in the fodder bins.
Sending the messages, and decoding them, requires you to know at least basics of morse code. Morse code is dots and dashes, separated by a brief pause between the letters. There is a mnemonic of morse letters on the station; following the lines from the top of the chart, go to the left for a dot and to the right for a dash, stopping wherever you find a pause. For example, [.] is E, [-] is T, [.-] is A, [-.] is N, and so forth.
You need to choose the correct codewords from the list, dit-dash-enate them to the rebels, then decode the dit-dashinations and the corresponding codewords they send back. You don't need to be a super awesome morse code champ, because all you need to do is to get every codeword right; if you mess up a codeword, you can try again.
First message and the response (You don't need to get the message you send exactly correct, but Giulia will complain if it's too vague):
> Town On Fire. Tank, Road, Near House. Over.
< Received. Need Defensive Line Map. Leave Near Building Beside River. Over And Out.
You will need to take a photo of the defensive map in your father's study, develop it, and head over down the road and left from the intersection, to the small house by the stream, and slip it under the door.
Head back to the telegraph.

Head through the woods, to the lake shore. Use the boat to head to a hidden dock at the northwest shore of the lake, and head in the German bunkers. Inside the slightly maze-like interior, you need to find a flag hanging on the wall, and unlock the forest-side entrance.
Once done, head back through the forest, and hang the flag on the pole which you climbed earlier. And that's a wrap.

This starts, technically at the end of chapter 7.
I won't spoil what happends exactly at the end of this chapter, but you'll begin chapter 8 after a dream sequence.
First you'll need to get yourself dressed appropriately, then head to the bathroom to get your bag. Inside is a letter from Lapo, read it and head downstairs, in the room where Martha's Coffin was is a phone. The game should allow you to use it now. Phone the number in the letter and follow the instructions given to you.
You'll need scissors, which are found inside the house.
Quest Name: The Number 6934
sub-quest: The Communication cable
When given the option you must side with the resistance and NOT tell your father anything.
Next take your scissors and climb the telegraph pole by the chapel. Cut the cable and then head down.
Finding the telegraph is signposted, it's between the Nazi gear and the generator bear the barns.
The words for the telegraph are:

Response to decode:
Recieved Need Defensive Line Map leave near building beside river over and out.
Sub-quest: The Gothic Line
After this head to your fathers office and take a photo of the map and develop it. Then head to the barn indicated (near the IR photo of the cross) and slide it under the door.

The weapons cache will be marked by a circle in the woods, go there and try to get in, you can't, another circle will appear to mark the entrance.
Go to the pier where the game started and you'll locate a boat, get in and go to the tunnel indicated.
Climb the steps and eventually on your left will be a bunkhouse. There's a few things of note in here. There's a letter in the middle if you want some lore, the flag hanging in the back of the room that you'll need to finish the quest, and if you can try to use the phone. There is also a camera on the desk.
Once you've explored, keep heading up and unblock the gate. Then head back to the telegraph pole by the chapel and hang the flag. Ending the quest.
