As long as you are playing with at least one character constantly you should hit this somewhere around the start of the 5th chapter of the story (Prodigal Sun). Of course you may reach 300 earlier than I did if you have replayed more of the earlier levels hunting for covers or whatever.

The max level for characters is 300, which seems like a lot at first but I got this to pop near the end of the ISO-8 Brotherhood chapter. Just pick a good hero at the beginning, one that you have a decent amount of covers for and continue to use them for 90% of the battles and you will get this trophy before the end of your journey to 100%.

Level up any character to the maximum of 300. You should easily reach this if you focus on using the same three characters in your team for every battle as you play through the story mode. Winning a battle with a character who hasn't been knocked out/health reached zero will gain EXP, so if you really need to get extra levels try one of the "bonus" chapters to grind out levels.
