How to unlock the Galactic Frugality achievement in Marvel's Guardians of the Galaxy - Definitive Guide
This is completed right before complete Chapter 9. This is a MISSABLE achievement as you do have the option to not pay the fine. Make sure to select to pay the fine when completing the dialogue sequence with the Nova Corps Worldmind.

This is a multi step achievement that takes place over multiple chapters. Even though it isn't missable because of Chapter Select, you potentially will need to play through many consecutive chapters over again if you need to attempt this again via Chapter Select.
Chapter 2 - right at the start of this chapter, when talking with Nova Corps on your ship, you'll be given the option to hide the llama or crate of parts before they board your ship. If you hide the llama you'll get a 7000 unit fine, hide the parts you'll get an 8000 unit fine, or if you hide neither you'll get a 9000 unit fine for both. You'll get enough money in the next step no matter which option you choose.
Chapter 4 - during this chapter you will end up in a vault. During this point, you'll have the opportunity to steal as many units as possible from the vault. If you steal all available units (they glow yellow in your visor), you should be around 11,000 units when done with this chapter.
Chapter 6 - there are a ton of things to spend money on in Knowhere. You can spend money on some items or a Guardian Collectible if you want, but none is required for any achievements. Either way, just make sure you save enough for the fine payment later.

And also on Oblivion you can spend everything or win in a thimblerig ... well, and the kids can steal 1000 if you click on the triangle near them. You can also remove a beacon from the merchant there or put homing guns on the ship. Then there may not be enough for the debt either. As of 10/14/2022, the first hint is not entirely correct - you don't need to start a new playthrough if you, like me, spent some money on Oblivion - and by the time of payment there was not enough.
You will only need to replay chapters 6 through 9. The catch is that if you select chapter 6 through the chapter menu, after completing it you will find yourself back in the chapter selection menu.
Luckily, in patch v1.05 the developers added a new feature — save rollback. If anyone wants to check it out for themselves — at the end there will be a link to the official reddit post from Eidos Montréal with screenshots and an explanation (in English).
I recommend leaving this trophy for last, the final one before platinum: to avoid problems with other collectible trophies, since the developers immediately warn that after using this method with a save rollback, some of the already found items may disappear from the Star Lord menu, but, nevertheless, will still be counted towards completing the trophies. Better to be safe than sorry!
And so, the method itself:
