How to unlock the Shocking Development achievement in Marvel's Midnight Suns - Definitive Guide
The other solution works, but relies a bit on random situations. I figured out a solution that removes almost all of the randomness. You will need the Effort Maximizer(duplicate cards) combat item from deadpool research and the Neural Enhancer combat item(4 card plays next turn.)
As for the cards you need 2 copies of Live Wire for Storm and the rest of the cards are up to you, but make sure you can kill some enemies and generate heroism.
The plan is to get 2 copies of Live Wire into your hand, wipe out as many enemies as you can and get the achievement on turn 2. Make sure to use Neural Enhancer on turn 1 so you get to use 4 plays on turn 2 and also that you finish the first turn with 4 heroism as well to cast Live Wire 4 times. On turn 2 you use the Effort Maximizer combat item on Storm to duplicate her 2 live wire cards into 4 copies. Then simply cast each of them on 4 different enemies and the achievement will pop.

My method relies on Deadpool’s Food Truck II training yard upgrade. I played New York maps because they seem to have a higher chance at an electrical hazard on the field. I used a midfield generator instead of an electrical box against the edge of a map.

Found a less random way. I got it after completing all the missions and fully upgrading the Abbey. You'll need two items: Neural Enchancer and Effort Maximizer.
