Interrogation is introduced when you Research the “Truth Serum”, which is available at Research Level 4. You can look for General missions which offer an artifact as a reward, some story missions also offer them. By the time you open the second map/begin Act II, you should be at least level 4.

As for the Interrogations: When an enemy gets KO’d, they will fall into a Downed state and you’ll receive an “Interrogate” card on your deck. Make sure you perform this interrogation within the allotted actions limit, which is usually 4 actions.

Doing so yields extra rewards. Repeat this 4 more times to unlock the achievement.

It will come naturally on your playthrough as you play Story and General missions, interrogations chances are completely random.
