I found that this achievement is Bug!. It's won't unlock for me and progress stuck at 33%. I also play both round in main play-through and NG+ (Old Save).
You need to start new fresh NG+ to get this achievement. Unbelievable!

I am not very far into the game (just completed NY) and this didn't unlock for me. I am not even close to NG+. They need to patch this.

First make sure the DLC is installed.
Second in order to meet Storm, the player must have met Wolverine.
Now the story missions are:
NYC - "Hard Knock Life"
NYC - "Your Tired, Your Poor, Your Huddled Masses..."
NYC - "Where the Blood Flows Like Wine"
Side Note: A General Mission needs to be completed in between the first and second, and second and third missions. Meaning after "Hard Knock Life" you must play a General Mission in order to play "Your Tired, Your Poor, Your Huddled Masses..." and the same goes for after "Your Tired, Your Poor, Your Huddled Masses..." in order to play "Where the Blood Flows Like Wine"
