Despite the Updates; this Achievement and "What's in this Anyway" cant be unlocked during your first playthrough. It will not unlock or track even if done offline or any other work around as of 09/25/23
This achievement can be done in New Game Plus and can be unlocked at Research level 8 by researching The Whisper Web and then Modifying 5 general missions from the Mission Table by spending Intel.

Seems to be glitches still as of 12/14/23

Nice thing is you can do this all at once. You can modify a couple general missions on the same day and then reload your save if you want to get the Intel back. Looks like the Xbox tracker only checks for the modification of the mission and not modifying then playing

Should be as simple as buying the modifier on 5 different general missions using Intel, but this trophy is currently unobtainable.
