Venom starts off a mission with 3 Ravenous. Most of Venoms cards will use 1 Ravenous. At the beginning of each turn Venom gains 1 Ravenous.
So the goal here is to get Venom's Ravenous bar down to zero and then back to full (3) all during 1 mission.
Insatiable Hunger card is useful because you gain 1 Ravenous and an additional 1 Ravenous on start of next turn. You would get +1 Ravenous and then +2 at start of next turn filling your meter. You can pull the card from Gamma Coil Analyst at the forge after completing missions with Venom. I unlocked the achievement before finding the card.
I did this on the second Venom story mission "Making Amends" where you have to stop vampires from attacking civilians. My tactic was to use Hunter to kill all the vampires that would attack civilians (as seen by the timer above their head) and stock up on Venom cards that would use Ravenous. Then when I had 3 and the points needed to use them, I used all 3 attacks and depleted the Ravenous bar to zero. At this point there was only a couple vampires left so I would end my turn. Only 2 vampires would show up as reinforcement. Kill the 2 and end your turn and you'll gain +1 Ravenous. Once the bar is back up to 3 the achievement will pop.
Side note: I haven't tested this because I've already unlocked the achievement but there is a second phase to "Making Amends" and during that phase an enemy attacked holding a card called Ravenous that they will drop upon death which was free to play and description was "Fill the Ravenous meter". I was able to test it and using it filled the meter all the way (I went from 1 to 3 upon using the card). So it is possible during this phase to deplete the meter and then play the card and refill the meter to full for the achievement.

What you wrote is very thorough but way over-complicated. Just Discard until Venom has 3 cards to play, then have him play them all in one round, then End turn 3 times without playing (easier when only a lone enemy is left). That's it.
