The, Pants, Party
A "map" is considered one combat or HQ section of the game. There are more than 24 maps in the game, but a much easier way is to load up an HQ base in the mission simulator. Once it loads, just head the Exit console and then rinse/repeat. It does not have to be 24 unique maps to unlock the achievement.
To see which maps you have completed in co-op, pause the game and go to Stats>Map and scroll through each one, but again you can use the same map multiple times which will not show in the Stats screen.
