The best way to think of this enemy is a dumbed down version of the Banshee with shields instead of barriers, fast movement but no teleport, poorer range attack poorer melee attack, and no armor. Compared to fighting two banshees in the Ardat-Yakshee monastery on insanity difficulty, this battle is a cakewalk.

Assuming an insanity playthrough, it's good to have disrupter ammo with squad power enabled. If Shepard's career does not include it, I believe this is the best bonus power (it becomes available after the Zaeed assignment). My Shepard was a soldier and already had disrupter ammo, so I got Energy Drain as the bonus power. For this battle, it is worthwhile. If you don't need disrupter ammo as a bonus power, I recommend buying Energy Drain for the Cerberus HQ mission. Not only does it zap the enemy, but it restores Shepard's shields allowing for more aggressive maneuvers.

I recommend taking someone who can carry an assault rifle and equip the person with a maxed out N7 Typhoon--one of the select weapons with enhanced shield damage. I recommend an extended barrel V for 25% additional damage and an assault rifle magazine upgrade V for 80% additional magazine capacity. The reason for this is successive rounds deal increased damage up to a max of a weapons damage multiplier of 2 so you want to be dealing double damage as long as possible.

For EDI and Shepard, I use the M358 Talon heavy pistol--another select weapon that inflicts enhanced shield damage. Both the Typhoon and the Talon become especially lethal when disrupter ammo is used. Moreover, if you use overload or energy drain when using disrupter ammo, you trigger a tech burst power combo that is particularly devastating.

My Shepard uses the heavy pistol for two reasons. His primary weapon is the Javelin sniper rifle. The Typhoon is the heaviest assault rifle and would overload him. Moreover, the Typhoon is very inaccurate when firing on the move and this fight requires Shepard to be constantly moving.

Use energy drain and overload liberally. And keep the enemy under a constant barrage of weapon fire with disrupter ammo. With these tactics, this fight is one of the easiest mission final battles and should be over in less than a minute. The minions that appear are a minor distraction. If you have grenades, they tend to be bunched together. EDI's decoy will also keep their attention away from Shepard until after the boss is defeated.
