I am 2/3 in the game, and I have max Paragon and almost half Renegade point. So after Jack and Miranda loyality mission was completed I was able to resolve the situation peacefully with Paragon between them.

bugged. The convict is loyal and no achievement popped.

This achievement requires completing Jack's loyalty mission.
However it may be bugged on PC. On my latest run I recruited Jack and immediately went to talk to her on the Normandy, I selected a blue chat option (where you dismiss her concerns and say you were just playing lip service to Miranda) and instantly got this achievement just minutes after finish Dossier: the Convict and without doing anything regarding her loyalty mission.
