Warp is a skill that is unlockable by an Adept or Vanguard Shepard as well as Liara and Wrex.
You NEED a target to unlock this achievement. During combat you can cast Warp against an enemy and then wait until it recharges.
Alternatively a quicker way to do this is to cast throw on the Citadel Rapid Transport terminals. Once you reach the Citadel you'll find orange terminals that let you fast travel around the Citadel but they also count as targets for Warp. Simply save in front of one cast Warp and then reload your save to cut down on the time it takes for your ability to recharge.
When your team mates cast Warp it counts toward the 25.

and choose it from the wheel for whoever has it unlocked (you may need to invest some skill points to unlock it). This achievement can easily be farmed by targeting a Citadel Rapid Transport terminal. For some reason, people find the most success doing this with the terminal in the C-Sec Atrium location. Otherwise, use it regularly during combat on enemies to unlock it naturally.

Progress toward these achievements is saved at the profile level, not tied to the save file, so you can reload the same save 25 times and get any of the applicable achievements out of the way in just a few minutes.
