How to unlock the Eye of the Hurricane achievement in Mass Effect Legendary Edition - Definitive Guide

After meeting Garrus and fighting your second Brute in the first area of the camp with the objective, you'll find a "Reaper Blackstar" weapon with one shot on the floor along the Turian outpost on the right. It shoots one of those killer red beams after a few seconds' charge. Not that much further ahead, two more Brutes will pop out. Lure them as you wish, but when they're charging at you, let the Blackstar rip. (On Insanity, it's best to take both Brutes out with the same shot.) There's a checkpoint after that second Brute, so if you screw it up, you can die and try again.

you can also unlock this in the combat sim from the citadel dlc u just need the super elite catergory

Even easier spot in Leviathan DLC, in the third act when you get in the mech, there will be several Brutes. Once you get the attention of one and it starts its charge animation, one shot on lower difficulties will take it out.

Honestly, you will get plenty of opportunities for this during the story, you don't really need to target a specific mission

Not trying to put the above comment on blast or anything but I had all but Leviathan and Citadel dlc's done and was ready for the point of no return and still hadn't gotten it, so the info in this solution about where to try or retry is valuable regardless of how many chances you get in the campaign.

Another good place is during the Leviathan "DLC" story arc - after the first assignment in Dr Bryson's lab, you'll go to another system for the next part (Mahavid: T-GES Mineral Works). Almost immediately after getting off the shuttle, you will come across two of them along with two Marauders. The area has several aisles that make it easier to control which direction the Brutes come at you from. Take out the Marauders first, bring the Brutes down to 1 bar, and then just keep backing away from the Brutes until they charge.

Since you won't have a Blackstar handy like the Palaven solution, you'll want to make sure you have weapons/mods/powers that are effective against armor. I was using a level 50 Infiltrator after importing from ME2. I had Liara's squad Warp Ammo at level 5 on a level 5 Mattock assault rifle, along with my Incinerate at level 6, and on Normal difficulty I was able to handle it even though they took my shields down once or twice. It also helps to have someone like EDI with a high-level Overload on your squad, to make short work of the Marauders' shields.

This location has the added benefit of putting them at the beginning of a mission - so if you don't get the achievement and don't have a save to fall back on, you can go to the Load menu and restart the mission without losing much progress.

Brute enemies will first be encountered on Palavan. These enemies will run headlong at you and do massive damage. You need to kill them while they are doing this type of charge to unlock the achievement. You can either get this normally, but wearing down the enemy and getting its health bar down to one chunk before the charge, then unloading a full clip of ammo or you can use the "Reaper Blackstar" weapon which can be found after fighting the second Brute. Shortly after that, two more Brutes will attack at once. The Blackstar should kill them in one shot, even on Insanity. Another great spot for this is in the Leviathan "DLC" mission, as you'll be in a mech suit when fighting the Brutes.
