You'll get this achievement when you fully upgrade any one of your powers in your Squad menu. Pretty simple and easy, one of the first achievements I got when importing your previous character from ME 2 and getting points to spend right away.
The, Pants, Party
You will need a total of 21 skill points to assign into one skill to reach Rank 6. If you import your character from ME2, which obviously we should be if we're going for the completion, you will be able to do this right away. Otherwise, once you level up enough this should come naturally as you assign skill points.
