Anyone else have this achievement not pop? I completed it and went back to an older save after I beat the game and did it again and still haven’t got it

There's a bug where the quest "Noveria: Lorik Qui'in" stays in your quest log forever. I think it causes the game to not register Noveria as complete and it won't give you the achievement. So finish this quest before you leave with the tram to Peak 15. After this moment it will be incompletable, and Noveria along with it.
