How to unlock the Master and Commander achievement in Mass Effect Legendary Edition - Definitive Guide
What you need is a high enough military strength in the war assets screen to unlock the "Green" ending.
I did some sleuthing and it looks like Mass Effect 3 keeps track of your military strength for the ending as if the multiplayer was still in the game. And, if you played the original Mass Effect 3, you'd know that it starts you out by cutting your asset score in half. Since the Legendary Edition already has the extended ending DLC included, you are shooting for a lower number than was original necessary in ME3.
This achievement doesn't have any specific known requirements to pop it seems.
I originally thought it was 5600, but people have been unlocking this at various point of the game and at various numbers. For me 5600 would be the absolute minimum I would personally shoot for at the point of no return. That is where it triggered for me after loading up a save that had entered it at 5400 and reaching 5600 first
Priority Rannoch seems to be the earliest this may pop.

It unlocks when you hit a certain threshold, I got it after Rannoch, having done everything up to that point. Unless its buggy.

It worked them same way on 360. Sometimes people would just pop it as soon as they had enough, sometimes they would need to start this mission. (There also used to be a way to earn a massive amount of point on the web that would get people like 30k points by the end of Palaven)

This achievement is a little weird in the Legendary Edition because the Multiplayer portion was left out, and it highly influenced how this was calaculated on Xbox 360. In this version, it still appears as if the game counts your war assets as if the MP still did exist. Your goal should be to have a score of 5600 in war assets after completing a Priority mission. For instance, if you begin "Priority: Rannoch" with 5400, it will unlock after that mission when you speak with Admiral Hackett since you'll gain a large number of assets from that mission. This mission is where most people report it unlocking, and believed to be the earliest you can earn the achievement.
Assuming you are completing as much side-content as possible (which is required for the completion), you will get this with little issue. You'll also get extra bonuses throughout the game for completing the first two games, which I'll assume you're doing since they're all included in one achievement list.
