Fairly simple, level any of Shepard's powers up to level 4 and pick a specialisation for said power. This will cost 9 squad points in total, provided you level a power that you already have the first rank of.
Leveling any of your squadmates' powers to level 4 does not work, it has to be one of Shepard's.

this achievement is glitched for me it shows unlocked in my medals in the cabin but no achievement. Edit i had to delete my save file locally and play missions until i had enough skill points to unlock the mastery then the achievement unlocked was my last for this game.

Seems like you can't do it in the menu before missions, did one there didn't pop. Then did one on a planet and it popped

You need at least 10 skill points to unlock this achievement. Once you purchase Level 4 of a skill to max it out, it will evolve and you will pick a specialization for it. Do this with any one skill to unlock the achievement.
