Stasis is a skill that is unlockable by an Adept or Sentinel Shepard as well as Liara and Wrex.
You NEED a target to unlock this achievement. During combat you can cast Stasis against an enemy and then wait until it recharges.
Alternatively a quicker way to do this is to cast Stasis on the Citadel Rapid Transport terminals. Once you reach the Citadel you'll find orange terminals that let you fast travel around the Citadel but they also count as targets for Stasis. Simply save in front of one cast Stasis and then reload your save to cut down on the time it takes for your ability to recharge.
When your team mates cast Stasis it counts toward the 25.

Stasis does work on the terminals not bugged at all @Shard94

Didn't work for me, either. All of Liara's other powers worked on the terminals, but Stasis did not.

You can pop this achievement on some planet, casting on the Mako. Your squad counts, using the skill wheel. I took Kaidan and Wrex along and exited the Mako. Using the targeted area, save, cast skills, reload, rinse, repeat. This is an effective way to unlock Neural Shock, Warp, and Throw, as weIl. I popped Barrier at the same time, so 5 skills/ one session. I unlocked all Biotic achievements except Lift and Liara's Singularity this way. Lift did not pop this way (popped in gameplay), and I did not attempt Singularity, as I used it frequently enough with Liara in squad.

Progress toward these achievements is saved at the profile level, not tied to the save file, so you can reload the same save 25 times and get any of the applicable achievements out of the way in just a few minutes.
