So for an actual solution here it goes :)

if you plan on getting this legit this is completely luck based. If you do not understand the achievement description this is how I'll sum it down. Someone in your game has to activate the "Hangover" Burst and while that burst is active anyone that dies within that given amount of time will respawn "Hungover" and your job is to get a headshot on them. Yes, you must basically spawn kill your enemy. When it comes to obtaining this achievement I would suggest boosting it because it obviously makes it a lot easier. So when boosting this choose any small Deathmatch map and try to get between 6-8 people in a lobby together. Everyone should have this burst equipped and 1-2 people should go for the at a time. 1 player not going for the achievement needs to get their burst up to level 3 and when he reaches it everyone NOT going for the achievement should huddle up, and the person who has the full burst should throw the grenade and the IMMEDIATELY activate the burst. Upon respawning all players that died will be hungover leaving the 1-2 people going for the achievement plenty of targets to choose from, just call out names and tell them to stand still. A sniper works best for this occasion, and then just rinse and repeat until everyone has the achievement.

If you are going to try and get this legit, equip the hangover burst and get it to level 3 and when you are about to kill someone activate the burst and pray that they spawn near you again.

A 2rue Boofer's solution is spot on. As much as I enjoyed the multiplayer for this game, nailing this specific achievement and even some of the others in this DLC pack, all come down to luck and being in the right place at the right time, with the right burst and very quick aiming!

Save yourself the pain and time and set up or join a boosting session to unlock this achievement with seven other people. Going for this achievement along wouldn't take you longer than an hour. Once set with your boosters, a good map to try this on would be 'Visitor Docking' thanks to the map pretty much just being one thin stretch which is about a third of the full version of the 'Panama Canal' map.

With all players equipped with the right gear, commence the shooting and the drunkness and the achievement should be popping for everyone slowly but surely. I recorded the boosting session I had recently for this in which I've made a video which showcases how to do it and I also give a few other pointers to help others along the way.

This achievement is highly based on luck and good timing. Also you have to kill someone with the effects of your own burst and not somebody else's. With this in mind i've tough of an easier way to help your chances.

Players Needed: 8

Equipment Required:
- Grenade
- Hangover Burst

Method:
1- Kill as many as you can to fill the burst to level 3
2- Have all players meet in one spot of the map
3- Throw a grenade to kill all players at the same time
4- Immediately activate the level 3 burst
5- Kill someone with a headshot

Since all players spawn with a hangover from your burst you have 7 targets to choose from.

Note: The reason why i don't have this achievement is because it's glitched for me.
