****June 2021 Update****
Today on June 16th 2021, Rockstar has announced that online servers for Max Payne 3 are shutting down, effective September 16th, 2021 which is exactly three months. A reasonable notice to grab this and all other online achievements for Max Payne 3 and GTAV (Xbox 360 Online servers for GTAV close on December 16th, 2021) if you still need them.
****Original Solution****
Reasons why this achievement is next to impossible to get during a legit match:
1) Getting 3 people to stand near each other for a brief period of time is next to impossible unless you are playing an objective based game. Even then, if you're lucky enough to sneak up on three people standing right on top of each other, a swift death will arise the moment you start to spray them.
2) The swift death mentioned above? It will be in one of the following methods: Gunned down, blown-up, or pistol whipped before you have a chance to spray anything.
3) Why not save yourself a lot of time and frustration by opting to boost?
Despite being a silly achievement, it is quite simple to get within minutes. As with all DLC weapons, attachments, equipment and other goodies, you have access to it after downloading the DLC and loading up the multiplayer.
Proceed with your 6-8 person lobby and ensure the Pepper Spray weapon is equipped in one of your loadouts.
Deathmatch is the best mode to get this in. Once you get into a game, have everyone meet at a focal point and have 3 people stand in a line. Then proceed to spray the living hell out of them until it pops.
Be warned that since Pepper Spray is lethal it can and will kill a person if they are exposed to too much of it at once.
Rinse and repeat until everyone has it and you have one less online achievement to worry about

Equip the Pepper Spray item to one of your loadouts. Now meet your boosting partners in the center of the map and have them stand in a straight line. Spray the can back and forth across the faces of all three of your partners and once they are all blind, the achievement will pop.
