Using the achievement pic I figured out where this is. Go to Round 2-C and get to the 3rd level where you have cake on you at the bar and everyone wants to lick you. Go left to the bathroom and there will be a man emerging from the stall trying to lick you. Allow him to do so and this achievement is yours.

*As pointed out by CheshireMulisha it is possible to get all gags on the level and still miss this achievement as this is not considered to be a "gag."

You have to hit "interact" to get him to do so, use X on xbox to see the interaction point

Thanks, I missed this as Its possible to get all gags on this round without getting the achievement.
