On level 4 of round 1-B, click the blue cylinder to eat it, then click on the black rectangle in the bottom left. Achievement should pop after cutscene!

I don't think you need to bother eating the blue thing (a capacitor?) - I just pressed A on the black thing without eating it and it started walking.
